Hon. Mayor Rosal is the Chief Executive of Legazpi who devotes himself in making the City progressive and serving his people beyond what the job asks for. He is named as the country’s Most Outstanding Mayor in Local Governance by the United Nations, Educational, Scientific and Cultural Organization (UNESCO) for carrying out efficient programs on environment, education and tourism.

As a visionary leader, his utmost concern is the welfare of the majority, especially the marginalized sector. He is also a strong advocate of good governance, transparency and of public-private partnership.

The multi-awarded mayor of Legazpi consistently brought the City to higher levels of social development and economic prosperity as well as wider horizons of opportunities; he capacitated Legazpi to receive notable and national awards since 2014 from various award giving bodies such as, National Competitiveness Council (NCC), Philippine Chamber of Commerce and Industry(PCCI), Institute for Solidarity in Asia (ISA) and National Disaster Risk Reduction and Management Council (NDRRMC).

The story behind the progress of Legazpi City will never be a part of the history if it has never been guided by a leader who is true and committed to his words and with a heart and dedication for public service. Indeed, Mayor Noel Rosal owned the title, “Father of Legazpi City.”
